Inquisitor

The Inquisitor is a supra-factional office within the world of the Others, standing above both the Night Watch and the Day Watch to adjudicate violations of the Great Treaty and to punish those who break its terms. Unlike the Watches, which are partisan by nature, the Inquisitor is meant to be impartial, serving neither Light nor Darkness but the Treaty itself. The role is first introduced through the vampire registration system, which is enforced by the Inquisition's monitoring, and later embodied by Maxim, the former Maverick who is recruited into the Inquisition after his solitary war against Dark Ones is exposed. The Inquisitor's authority is absolute within its narrow jurisdiction: it can grant or deny permission for major magical operations, and its decisions are final even for the heads of the Watches.

Origins and Institutional Framework

The Inquisition is the structure that stands above the Watches, reviewing disputes and punishing those who have violated the Treaty from either side. It is vigilant, collecting data on every Other, but it intervenes only in extremely rare cases, and its strength lies more in secrecy than in fighting power. When the Inquisition considers a case involving a powerful magician, it drafts fighters from the Watches. The Inquisition's monitoring is pervasive: Boris Ignatievich reveals to Anton that the surveillance dossiers on Watch members, including intimate personal recordings, are gathered not by the Watches themselves but by the Inquisition, and that he cannot forbid this monitoring. The Inquisition also enforces the vampire registration system: every vampire in Moscow bears a blue seal on the chest, a registration tag that gives off a faint blue glow, and the seal can be activated to kill the vampire instantaneously if it violates the Treaty. This system is a direct instrument of Inquisitorial control.

The Inquisitor's Role and Authority

The Inquisitor is a figure set above both Light and Darkness, serving everybody and nobody. When Gesar prepares to use the Chalk of Destiny to rewrite Egor's fate, he asks for permission, and Maxim, now an Inquisitor, grants it with a single word: "Permission has been given." When Zabulon objects, Maxim denies the objection indifferently, and the Dark Magician accepts the ruling without further argument. The Inquisitor's authority is final and unchallengeable within its scope. Maxim's transformation from a solitary, self-appointed judge into an institutional Inquisitor is marked by a change in demeanor: he stands with his arms crossed on his chest and his head slightly lowered, and something about him reminds Anton of both Zabulon and Gesar. He has become an executioner, an Inquisitor, serving everybody and nobody.

Maxim's Recruitment and Transformation

Maxim, the Maverick who had killed Dark Ones for years without understanding the Treaty, is recruited into the Inquisition after his confrontation with Anton and Gesar. Gesar tells Maxim that he is magnificent, that the Tribunal cannot afford to toss someone like him away, and that he will be set above the Watches, above Light and Darkness, and that it will not even matter which side he came from. Gesar warns him that this is not power but hard labor. Maxim accepts this destiny, and by the time of the climax on the roof, he has fully assumed the Inquisitor's role. He is present as the neutral arbiter, the one who grants or denies permission for the magical operation, and his presence ensures that the proceedings are legitimate under the Treaty.

The Inquisitor and the Great Treaty

The Inquisitor's function is to maintain the balance between Light and Darkness by enforcing the Great Treaty. The Treaty itself is a short document that establishes the Night Watch and the Day Watch as mutual monitoring bodies, and it declares that "Time will decide for us." The Inquisitor is the mechanism by which the Treaty is upheld when disputes arise. The Inquisition's monitoring of all Others, including the intimate surveillance of Watch members, is a constant reminder that no Other, no matter how powerful, is beyond the reach of the Treaty's authority. The Inquisitor stands as the ultimate guarantor of the balance, a figure whose power is not derived from personal magical strength but from the institutional authority of the Treaty itself.
